Empire Stack Testing, LLC established quality assurance and quality control of air emission reporting requirements and certification of continuous emissions monitoring systems (CEMS). Procedures were established to maintain compliance with state and federal regulations. Protocols and reports are reviewed periodically to ensure compliance is continuously met.
Empire Stack Testing, LLC maintains multi-year contracts to provide RATAs on solid, liquid, and gas-fired facilities. RATAs are conducted in accordance with the stringent requirement of 40 CFR 75 for CO2, SO2, NOx, H2O, O2 as well as volumetric flow rate at multiple flow conditions. RATAs under 40 CFR 60 are performed simultaneously.
Dynamic planning and daily meetings with the facility's management team ensuring minimum cost for the facility. We provide on-site test results to determine the RA compliance condition.
Our client was required to immediately install a Continuous Opacity Monitor System (COMS) in multiple boilers. Empire worked closely with the state environmental agency to ensure that all monitoring requirements were met. To reduce cost and improve efficiency, the three COMS were monitored by a single Data Acquisition System (DAS), also supplied by Empire.
The system went online ahead of schedule and within budget. The turnkey system fulfilled our client's regulatory requirements and was modular to allow future upgrades or expansion. Operation of the system has been lauded for its simplicity and unattended performance.
Our client required regulatory stack emissions compliance testing as well as diagnostic and performance evaluations for their Hazardous Waste Incinerator and waste fuel boilers.
Empire utilized U.S. EPA Reference Test Methods and Modified Reference Test Methods to evaluate Hydrogen Chloride, Total Oxides of Nitrogen, Carbon Monoxide, multiple-metals, total particulate matter (PM) and particulate matter smaller than 10 microns (PM10), Mercury, Phenol, PCDD/F, VOST, and Total Hydrocarbons. Empire evaluated pollution controls performance by simultaneously monitoring the inlet and outlet of the air pollution control system for PM. Preliminary data was available onsite from Empire Stack Testing, LLC's mobile laboratory.
